This bill would amend the law related to electricity in California. The state air resources board is responsible for monitoring and regulating emissions of greenhouse gases. The bill would require electrical corporations to provide a credit to residential customers for the months of July, August, and September, or as directed by the commission, and the credit would be volumetric, meaning it would be based on consumption. The credit would be provided on the customers' bills and would be provided to address extreme, unforeseen, and temporary circumstances. The bill would also require that revenues received by electrical corporations as a result of the credit be credited directly to the customers.
