The bill extends eligibility for Cal Grant and Middle Class Scholarship Program (MCSP) awards to students who were not California residents at the time of high school graduation but meet other eligibility requirements. These students must be dependents of members of the armed forces stationed outside of California on active duty. The student's parent or guardian must maintain California as their state of legal residence. The bill also makes conforming changes to other sections of the education code.
